When Money Follows the Child

Florida's scholarships can pay a college directly. Two of five allow it.

We coded 38 Florida education funding streams by who can be paid from each, and how. Colleges and districts can take money from the same two scholarships. Private schools and nonprofits can take it from all five.

The questionWhen K–12 funding follows the student, how do colleges and universities respond? And who is leading? This page shows where the money is allowed to go.

Who can be paid, and how

Each number counts streams that reach that kind of organization by that route. Dashed cells have none. Tap a cell to see its streams.

On paper, a college can be paid from the same two scholarships that 53 Florida districts already sell into.

FES-UA and PEP pay for tuition at an eligible postsecondary institution and for classes a public school or district provides under contract. Districts used that permission within a year. Whether any Florida college has registered as a provider is not yet checked. See the district curve · Readiness Index

The limit, first. This codes what statute and agency documents permit. It does not show who actually takes the money. 12 of 38 streams have no confirmed current-year dollar figure, and 12 have no linked source yet. Rows marked "not re-verified" were compiled in October 2026 and have not been re-read against their source for this site. Treat them as leads.

What we changed on the way in

The first version of this coding closed two scholarships to colleges, districts and charter schools. The statute opens them. These cells were recoded and re-checked on the date shown.
