Where institutions engage, they authorize schools. They do not build programs.
Florida's Tier 1 rows are all charter sponsors. Michigan's eight university authorizers hold well over 200 schools between them, some since 1994. Across all of them: one preparation program.
Holding schools did not produce programs.
Proximity, subsidy and access were each present in Michigan without a single new course.
