Every other null in the Index records an institution that never built for this sector. Nova Southeastern built one and no longer offers it — documented in the university's own archive.
The WMFC Readiness Index codes 14 institutions Tier 0 — nothing found. Until now every one of them meant the same thing: this education unit has not built anything for the portable-funding sector. Nova Southeastern University means something different.
NSUWorks, NSU's own institutional repository, holds a Program Overview titled NSU Master's Degree in Charter School Education/Leadership, attributed to the Fischler Graduate School of Education and Human Services and indexed under keywords including charter school, Miami-Dade, specialization and modified core. It is a real program document, deposited by the university.
The current master's roster of the Abraham S. Fischler College of Education & School of Criminal Justice was read in full on 8 August 2026. It offers Applied Behavior Analysis, Child Protection, Criminal Justice, Developmental Disabilities, Education, Educational Leadership and Leadership. There is no charter or choice-sector program.
What we cannot say. The repository dates the document only approximately — 2002, deposited 2016 — and holds no discontinuation record. We can document that the program existed and that it is now absent. We cannot say when it ended, and no one should cite a year. We had published this as an unproven suspicion since July; it is now proven in one direction and still open in the other.
Why the distinction matters. The Index offers four competing explanations for why education colleges have built so little. Every one of them is a theory about non-construction. A program that was built and did not survive is a different event, and it points at questions none of the four currently ask: who bought it, how many, and what stopped.
